From what I observed after spending my fair share of time with these GPUs, I reached the conclusion that both RTX 4060 and RX 6700 XT are very capable cards. However, my recommendation lies with RX 6700 XT. 

Though a generational difference exists between these two cards, the RX 6700XT costs the same, if not less, than the RTX 4060 while buying used, bringing an additional 11% performance to the table.

The temperatures are much better on the RTX 4060, around 31% cooler than the RX 6700XT. The TDP of the RTX 4060 is also half that of the RX 6700XT, further improving power efficiency and heat dissipation.

The RX 6700XT is the victor of this comparison in the traditional means in terms of raw performance. However, if you want to spend extra to get more features, I would recommend you consider the RTX 4060. The potential of its frame generation technology is that it technically outperforms the older card. Not to mention, it is also better at Ray Tracing.
