Speaking to the New York Times, Aaron Garbut stated that no room in the game was left without thought by Rockstar Games.
The team paid a lot of attention to interiors and how these spaces would be brought to life. As such, small things like NPC drinks and furniture were meticulously placed around Vice City’s interiors by Rockstar Games.
