What is the difference between CAS latency and AIDA64 latency?

CAS latency is the advertised timing value measured in memory cycles. AIDA64 latency is a measured full-system result in nanoseconds and includes the wider memory subsystem. The tool shows both because they answer different questions.

Is higher frequency always better?

Higher frequency increases theoretical bandwidth, but timings and the CPU memory controller also matter. A lower-frequency kit with tighter timings can be more balanced for some systems.
